Yesterday, the Surface Transportation Board (STB) announced it designated Francis Mulvey as vice chairman to succeed Charles Nottingham, who had been vice chair since March 2009 and will continue to serve as a board member. The vice chairmanship rotates among STB members on an annual basis.

Mulvey joined the STB in 2004. His current term expires on Dec. 31, 2012. Mulvey previously served as acting chairman from March to August 2009. The current STB chairman is Daniel Elliott III.

Prior to joining the board, Mulvey was staff director of the Railroad Subcommittee and staff director, pipelines and hazardous materials, for the House Committee on Transportation and Infrastructure’s Subcommittee on Highways and Transit. He also served a stint as deputy assistant inspector general for rail, transit and special programs for the U.S. Department of Transportation’s Office of the Inspector General.
