Watco Transportation Services Inc. recently named Andy Schaffer chief operating officer of mechanical services. He will be responsible for the day-to-day operations of Watco Mechanical Services’ rail-car repair facilities and oversee efforts to increase shop performance, such as by decreasing car cycle times and boosting facility utilization.

Schaffer most recently was vice president of operations for rail-car repair and maintenance firm Rescar Inc. the past seven years. He previously was VP of technical support services for AllTranstek L.L.C. from 1999 to 2003 and served in various positions during his first stint at Rescar from 1978 to 1999, including director of technical support services, corporate manager of quality assurance and plant manager.
