Association of American Railroad’s Network Efficiency Management Committee (NEMC) recently approved a four-phased timeline under which all railroads — including regionals and short lines — must meet minimum event-reporting standards, according to American Short Line and Regional Railroad Association's bi-weekly newsletter.

By Jan. 1, 2004, railroads will be required to report car release and actual placement, and interchange receipt and delivery events within 24 hours.

By July 1, 2004, roads also will have to report constructive placement, pull, bad order (to/from) and arrival at final destination events within 12 hours.

By September 1, 2004, roads also will be required to report hold (to/from), intermediate arrivals, departures, ramp and deramp, in-gate and out-gate, and notified destination party events within 12 hours.

Finally, by Jan. 1, 2005, all roads will need to meet an industry timeliness standard, which NEMC expects to announce later this year.

The committee has developed a compliance scorecard, which will be sent to each railroad monthly.
