Terminal Railroad Association of St. Louis (TRRA) Nov. 12 reached an agreement with Timera Inc., under which Timera will provide the railroad transfer service provider its System for Crew Assignment and Tracking (SCAT) software system designed to help railroads manage train, engine and non-operating crews.


TRRA — which provides interchange services in St. Louis, and East St. Louis, Ill. — plans to use SCAT as the foundation for its workforce management system.


Timera in 1988 launched SCAT — originally designed for Class Is but recently enhanced to attract regionals and short lines to the software.


Class Is have been using SCAT to automate crew management, dispatching and timekeeping processes in real time.


For regionals and short lines — including TRRA — Timera enhanced SCAT to help small roads automatically select and place qualified crew members on a proper job; automatically apply company policies, labor agreements and Federal Railroad Administration requirements, and generate standard-time claims; more seamlessly integrate dispatching, human resources, timekeeping and payroll-system processes; better manage job advertising/placement, employee vacations and absenteeism; and better protect home-based or company computer-terminal firewalls.


The software also includes supervisor, and train and engine personnel portals designed to offer day-to-day management functions relevant to those positions.
