Kansas City Southern plans to support The Texas Mexican Railway Co.'s efforts to become a Responsible Care partner next year.

A voluntary chemical-industry program created in 1987, Responsible Care aims to protect the environment, workers and communities by promoting safe chemical handling from research labs to manufacturing, distribution and disposal, and involving the public in decision-making.

"KCS is dedicated to working toward zero accidents, zero injuries and zero harm to the environment, and is committed to meeting the principles, practices and obligations associated with Responsible Care," railroad officials said in a prepared statement.

In March 1999, KCS became a Responsible Care company. In second-quarter 2004, KCS, Tex Mex and DuPont plan to offer emergency-responder training in Laredo, Texas.

"The training demonstrates our commitment to educate and support emergency responders in communities served by Tex Mex," KCS officials said.
