STB taps Schieb as chief of staff, chairman's counsel

On Jan. 8, Surface Transportation Board named John Scheib chief of staff and counsel to Chairman Roger Nober.
Scheib most recently served as counsel to the House Committee on Transportation and Infrastructure's Subcommittee on Railroads, where he was responsible for various legislation, including high-speed passenger rail, the railroad retirement system and contingency planning in the event of an Amtrak financial crisis.
Scheib previously served as an associate at law firm Covington &
Burling and as counsel in various proceedings before STB, including the board's merger-oversight proceedings and two of its largest rate-reasonableness cases.
He also served as clerk for U.S. Court of Appeals for the Fourth Circuit Judge H. Emory Widener Jr. and as an aide to Congressman Robert Goodlatte (R-Va.).
