Bush to nominate Nober as STB chairman

President Bush July 17 announced his intent to nominate Roger Nober to Surface Transportation Board.
If confirmed by the Senate later this year, Nober would become chairman — replacing Linda Morgan — with his term expiring Dec. 31, 2005.
He would fill a seat on the three-member board previously held by William Clyburn, who left STB Dec. 31 after his term expired.
Morgan's term also expired year-end 2001, but she was allowed to remain on the board through the end of 2002. Although she would become a commissioner if Nober's named chairman, Morgan is expected to resign prior to his confirmation.
Nober has served as counselor to Deputy Transportation Secretary Michael Jackson since May 2001. He previously served as counselor to House Transportation and Infrastructure Committee and its Surface Transportation Subcommittee.
Association of American Railroads President and Chief Executive Officer Edward Hamberger commended President Bush for selecting a transportation professional who appreciates the importance of regulatory agencies.
"Nober will bring to the board years of experience in the field of transportation, including detailed knowledge of issues affecting freight railroads," he said in a prepared statement.
