Canada's federal and Ontario's provincial governments recently agreed to provide funds to the Detroit River Tunnel Partnership (DRTP) to build a rail tunnel and truck border crossing between Windsor, Ontario, and Detroit.
The project will help the city of Windsor "by reducing traffic congestion and smog, and improving road safety," said DRTP Chief Executive Officer Michael Sheahan in a prepared statement.
A partnership between Canadian Pacific Railway and Borealis Transportation Infrastructure Trust (an Ontario Municipal Employees Retirement System trust), DRTP plans to construct a high-capacity rail tunnel under the Detroit River, convert the existing twin-tube rail tunnel to truck tunnels, build a truckway within the existing Windsor-to-Detroit rail corridor and construct a U.S./Canada Customs plaza on the Canadian side.
DRTP plans soon to complete an environmental assessment of the project, which is expected to be completed in five years. More than 80 percent of the project cost will be privately funded.
