Chemical industry issues security guidelines for facilities, rail

American Chemistry Council (ACC) Oct. 24 released "Site Security Guidelines for the U.S. Chemical Industry."
The guidelines — developed during the past six months by ACC, Synthetic Organic Chemical Manufacturers Association and the Chlorine Institute — outline security practices designed to enable chemical plant managers to tailor the recommendations for their own facilities.
The measures recommend ways to conduct a security-risk assessment, develop prevention strategies, train employees, develop emergency responses and crisis management plans, design physical- and cyber-security strategies, and protect railroad properties.
The chemical industry has been working to reduce the risk of vandalism, workplace violence, sabotage and terrorism — now a higher priority due to the events of Sept. 11.
