Norfolk Southern Railway recently reached an agreement with Transportation Communications International Union's Brotherhood of Railway Carmen (BRC) Division that establishes a uniform set of work rules for all carmen — a first on NS, according to the Class I's monthly newsletter released Dec. 16.

Effective Jan. 1, the contract will replace former agreements reached in 1949, 1952 and 1975.

"This agreement will assure that all carmen on NS will be governed by the same contractual rules, eliminating a lot of confusion," said BRC General Chairman J.V. Waller.

The agreement includes new transfer and discipline rules, and sets uniform standards for job advertisement and displacements, meal periods, work starting times and overtime pay.

"The new agreement represents the collective efforts of labor and management to successfully negotiate a clear, concise and accurate labor agreement that will benefit the labor organizations, the company and its employees," said Tony Licate, NS director labor relations.
