Newly installed Surface Transportation Board (STB) Chairman Francis Mulvey has appointed Anika Sanders Cooper as his attorney-advisor.

She joins other Mulvey staff members Jamie Rennert, chief of staff, and Judith Leader, special assistant. Rennert and Leader previously served Mulvey during his stints as a board member and vice chairman.

Cooper most recently was an attorney in the STB’s Office of the General Counsel. She previously served as an assistant attorney general in the Office of the Attorney General for the District of Columbia and practiced antitrust law as an associate at Washington, D.C., law firm Arnold & Porter.

Meanwhile, Watco Transportation Services Inc. named Tony Cox senior chief engineer for the Central and Gulf regions. He will be responsible for planning, development and management of capital and maintenance budgets, as well as staffing, training and safety.

A Watco employee since July 2007, Cox previously managed track departments for the Kyle Railroad Co., StatesRail and RailAmerica Inc.
