Dolan to serve as UP's vice chairman, turn over railroad's law reins to Hemmer

Union Pacific Railroad July 26 named James Dolan vice chairman and J. Michael Hemmer vice president-law, to succeed Dolan. Both appointments would be effective Sept. 1.


Dolan would be responsible for a number of system-wide issues and opportunities, and provide strategic leadership in public policy and state rail planning.


He joined UP in 1983 as vice president-law after serving law firm Steptoe & Johnson as a chartered member and partner.


"Jim has done a tremendous job leading our legal staff [and] we are counting on his continuing contributions in this more senior position," said Dick Davidson, UP chairman and chief executive officer, in a prepared statement.


Hemmer, who's currently serving UP as primary outside regulatory counsel, would be responsible for the railroad's internal and external legal matters including litigation, regulatory matters and legal strategy.


He serves as a partner at law firm Covington & Burling, where he specializes in transportation law, representing railroads, airlines and motor carriers, and co-heads the firm's transportation practice group.
