Honolulu completes draft environmental report for proposed transit-rail system

The city of Honolulu recently completed the Draft Environmental Impact Statement (DEIS) for a proposed transit-rail system between Kapolei and the University of Hawaii at Manoa.
The DEIS analyzes the environmental, economic and community impacts of four transportation options: three potential elevated rail routes between Kapolei and Ala Moana Center and a no-build alternative. The transit-rail project could reduce traffic congestion more than 20 percent by 2030 and would cost about $3.9 billion to build, according to the DEIS.
Project organizers expect to choose an option in time to launch construction in late 2009.
