Today, the National Mediation Board (NMB) announced it appointed Elizabeth Dougherty to her second term as chairman. She first chaired the board between Dec. 13, 2006, and June 30, 2007.
 
Prior to joining the NMB, Dougherty served as special assistant to the president for domestic policy, covering labor and transportation issues. She previously was chief counsel for the Senate Subcommittee on Employment, Safety and Training, and an associate at law firm Hogan & Hartson.

An independent federal agency established by the Railway Labor Act, the NMB governs labor-management relations at about 500 railroads and 100 airlines in the United States. Harry Hoglander and Linda Puchala also serve on the board.
