Last week, all nine New Jersey short lines that interchange with Conrail signed Interline Service Agreements (ISAs) with Conrail, Norfolk Southern Corp. and CSX Transportation.

Specifying car interchange parameters, the ISAs provide the short lines free interchange with CSXT and NS in Conrail’s Shared Assets Area in New Jersey. As part of the 1999 Conrail integration, CSXT and NS set up Shared Assets Areas in New Jersey, Philadelphia and Detroit, where shippers and short lines have competitive access to both Class Is.

Since the integration, New Jersey short lines’ traffic has increased about 30 percent, said John Scullin, Conrail superintendent of service delivery support, in a prepared statement.

The ISA signers are: the Cape May Seashore Lines; East Jersey Railroad and Terminal Co.; New Jersey Rail Carrier L.L.C.; New York Cross Harbor Railroad; Port Jersey Railroad; Raritan Central Railway; SMS Rail Service; Southern Railroad of New Jersey; and Winchester & Western Railroad.
