The Port Authority of New York and New Jersey board recently authorized investing at least $1 billion, and as much as $2 billion, to help construct the $6 billion, bi-state Trans-Hudson Express (THE) Tunnel project.

The passenger-rail tunnel would connect New York City and New Jersey. The project also calls for expanding New York’s Penn Station beneath 34th Street in Manhattan, improving the Northeast Corridor rail line, purchasing locomotives and passengers cars, and acquiring right-of-way.
