Yesterday, FirstGroup plc announced it appointed Tim O’Toole chief executive officer, effective Nov. 1. He will succeed Sir Moir Lockhead, who plans to retire on March 31, 2011, ending his 21-year reign as CEO. Lockhead will help with the leadership transition, according to a prepared statement.

O’Toole joined FirstGroup’s board in May 2009 as a non-executive director, then was appointed chief operating officer and deputy chief executive in June 2010. He previously was managing director of the London Underground and served a stint as president and CEO of Conrail. O’Toole currently serves on CSX Corp.’s board.

FirstGroup provides freight- and passenger-rail services — including regional, intercity and commuter-rail services — in the United Kingdom via subsidiaries First Great Western, First ScotRail, First Capital Connect, First TransPennine Express and First Hull Trains.
