At its open voting conference held earlier this week in Washington, D.C., the Surface Transportation Board named Commissioner Francis Mulvey vice chairman for the remainder of 2004.
Sworn in as a board commissioner June 2, Mulvey is serving the remainder of a five-year term that expires Dec. 31, 2007.
He previously served as the Democratic staff director for the U.S. House Committee on Transportation and Infrastructure's Railroad Subcommittee, and deputy assistant inspector general for rail, transit, and special programs for the U.S. Department of Transportation. Mulvey also taught courses at a number of universities, including the University of Maryland's R. H. Smith School of Business and Public Administration.
