STB arm releases preliminary environmental impact analysis on proposed Montana line

On Friday, the Surface Transportation Board announced its Section of Environmental Analysis (SEA) has issued a Draft Supplemental Environmental Impact Statement (Draft SEIS) on a 17.3-mile line proposed by the Tongue River Railroad Inc. (TRRC) in Rosebud and Big Horn counties, Mont.

The board previously authorized TRRC to build and operate 89 track miles between Miles City and Ashland, Mont., and a contiguous 41-mile line between Ashland and Decker to move coal from Montana mines to midwestern and northeastern markets. The 17.3-mile line is the third phase of the proposed project

SEA issued the Draft SEIS as part of the environmental review process under the National Environmental Policy Act. The draft includes SEA's analysis of the project's environmental impacts as well as preliminary mitigation recommendations.

SEA is accepting written comments on the Draft SEIS until Dec. 6.
