The Surface Transportation Board (STB) named Anne Quinlan acting secretary to perform the duties of the Vernon Williams, who retired as board secretary on Jan. 3.
Quinlan, who joined STB predecessor agency the Interstate Commerce Commission (ICC) in 1978, most recently served as attorney advisor/ethics officer in the board's Office of Economics, Environmental Analysis and Administration. She previously was assistant secretary for both the ICC and STB.
The secretary serves as the STB's clerk and is responsible for recordkeeping, and issuing board decisions and other legal documents.
Meanwhile, FreightCar America Inc. named Nicholas Matthews vice president of operations. In spring 2008, he will become senior VP of operations to succeed Ken Bridges, who will retire but continue to consult the rail-car builder on major projects and initiatives.
Matthews spent the past 14 years at Trinity Industries Inc. holding various technical and operations positions, most recently SVP of operations for the company's freight-car business. His positions also included SVP of component sales and distribution, and VP and general manager of box-car business.
