STB dismisses TCU's petition seeking labor-issue clarity on car shop closing

Surface Transportation Board Oct. 11 dismissed Transportation Communications International Union's (TCU) petition to clarify certain labor-protection requirements the board recently imposed on Norfolk Southern Railway per the Class Is' plan to close its Hollidaysburg Car Shop.
Rather than order NS to keep open the Hollidaysburg, Pa., shop beyond the railroad's planned Oct. 1 closing date, STB in a Sept. 19 decision imposed certain closing conditions, including enhanced labor protection for shop workers.
TCU Sept. 24 petitioned STB to clarify certain details relative to the labor protection; NS and TCU officials subsequently began discussing the issues raised by the union and reached a settlement, prompting TCU Oct. 5 to request that STB dismiss the petition.
Since STB policy encourages the private-sector to resolve disputes, the board ruled TCU could withdraw its petition.
