On Nov. 2, the Surface Transportation Board will hear arguments from all parties in a rate dispute between Arizona Electric Power Cooperative Inc. (AEPCO), and Burlington Northern Santa Fe and Union Pacific Railroad.

AEPCO is challenging the Class Is' rates to move coal in unit trains from two New Mexico mines to a generating station near Cochise, Ariz. The two mines are only served by BNSF and the station is captive to UP, AEPCO officials said in a STB filing.
