STB taps Rutson to head environmental analysis arm

Surface Transportation Board Aug. 23 named Victoria Rutson chief of the board's Section of Environmental Analysis (SEA), succeeding Elaine Kaiser who recently retired.
Rutson, an STB staff member since the board's 1996 creation, most recently served as project leader for STB's environmental review of Dakota, Minnesota and Eastern Railroad's Powder River Basin project. The board plans to keep Rutson in that capacity, working with SEA staff and a technical expert team.
Prior to STB, she served as attorney-advisor to the Interstate Commerce Commission's (ICC) Section of Environmental Analysis, and as an ICC staff attorney.
As head of SEA, a division of the board's Office of Economics, Environmental Analysis and Administration, Rutson will be responsible for STB's compliance with National Environmental Policy Act and related statutes.
