STB to hear utility's, NS' rate-case arguments next month

On Nov. 19, Surface Transportation Board plans to hear oral arguments from Norfolk Southern Railway and Carolina Power & Light Co. regarding a rate-complaint case filed in February.
The board had planned to hear arguments Oct. 29, but decided to reopen the case's public record and reschedule the hearing.
Carolina Power & Light is challenging NS' rates for moving coal from Virginia, West Virginia and Kentucky mines to the utility's electric-generating plants in North Carolina. Carolina Power & Light alleges the railroad possesses market dominance over the traffic and is charging unreasonable rates, according to a STB filing.
