STB to solicit public feedback on U.S. portion of KCS' NAFTA Rail plan

Surface Transportation Board scheduled a public hearing July 31 in Washington, D.C., to solicit public feedback on Kansas City Southern's plan to place The Kansas City Southern Railway Co. (KCSR), Gateway Eastern Railway Co. and The Texas Mexican Railway Co. under the common control of Kansas City, Mo.-based transportation holding company NAFTA Rail.
People planning to speak at the hearing must file a written notice with the board by July 23. Written statements are due to STB by July 25.
The transaction is part of KCS' plan to place KCSR, Tex Mex and TFM S.A. de C.V. under the common control of NAFTA Rail.
Last month, Mexico's Competition Commission approved the plan without conditions. Mexico's Foreign Investment Commission expects to issue a ruling by month's end.
STB — which has characterized the plan as a minor transaction — expects to issue a ruling Oct. 17.
