STB to solicit public's view on proposed rate-challenge amendments

Surface Transportation Board plans to hold a public hearing Feb. 27 at its Washington, D.C., office to solicit opinions regarding the board's proposal to amend regulations that would expedite railroad rate challenges.


STB plans to adopt mandatory pre-filing, non-binding mediation, more restrictive standards under which one party can obtain "discovery" of information from another, and an expedited process for resolving rate-case discovery disputes under "stand-alone" cost methodology.


After receiving written comments on the proposal, STB members believe a public hearing would prompt more views, according to a prepared statement.


STB plans to release more information about the hearing, including participation instructions and an agenda.
