California Gov. Arnold Schwarzenegger recently signed into law the Local Community Rail Security Act of 2006, which requires railroads to provide a detailed risk assessment of each rail facility in the state by July 1, 2007, according to the Brotherhood of Locomotive Engineers and Trainmen (BLET).

The law also requires railroads to develop and implement an infrastructure protection program by Jan. 1, 2008, and document all emergency response procedures. As part of the program, rail employees will receive specialized security training to recognize, prevent and respond to sabotage or terrorist acts.

BLET state legislative boards have introduced similar rail security bills in other states, the union said.
