The Surface Transportation Board is about to become a three-member agency again after functioning as a one-man board during the past year. Last week, the U.S. Senate confirmed William Buttrey and Francis Mulvey as STB members. President Bush had nominated both as commissioners last November.

Buttrey most recently acted as a Memphis, Tenn.-based independent consultant. He previously served Federal Express Corp. as senior government affairs representative and the Senate aviation subcommittee as committee counsel.

Mulvey most recently served as democratic staff director for the House Committee on Transportation and Infrastructure's Railroad Subcommittee. He previously served the U.S. Department of Transportation as deputy assistant inspector general for rail, transit and special programs, and the U.S. General Accounting Office as assistant director.

"The agency has many pressing industry matters before it, and I'm eager to turn with my colleagues to the work before us," said STB Chairman Roger Nober in a prepared statement.

Buttrey and Mulvey succeed former commissioners Linda Morgan and Wayne Burkes, who resigned from the board last year. Buttrey will serve the remainder of a five-year STB term expiring Dec. 31, 2007; Mulvey will serve a five-year term expiring Dec. 31, 2008.
