Transport Canada seeks industry input on proposed locomotive emission regulations

Yesterday, Transport Canada launched a consultation process with rail industry stakeholders to develop locomotive emission regulations under the Railway Safety Act. The regulations would address certain air pollutants produced by burning fossil fuels.

As part of a regulatory development process, Transport Canada prepared a consultation paper that broadly outlines the proposed regulations’ context. The agency also developed an issue brief titled “Rolling Towards a Cleaner Future: The Development of Canadian Locomotive Emissions Regulations.”

Following consultations, Transport Canada plans to publish its draft regulations to engage a 90-day comment and review period. The agency expects the final regulations to take effect sometime next year.

In 2007, the Canadian government signed a memorandum of understanding (MOU) with the Railway Association of Canada that set targets to reduce greenhouse-gas emissions by 2010. The new regulations under the Railway Safety Act would take effect after the MOU expires at year’s end.
