• L.B. Foster Co. and Portec Rail Products Inc. announced they have entered into a timing agreement with the U.S. Department of Justice's Antitrust Division that will not consummate L.B. Foster’s acquisition of Portec before July 16 without the division’s consent. The companies also have executed an amendement to their merger agreement to extend the drop-dead date for completion of the acquisition to Aug. 31.

• Salient Systems Inc., which is part of Portec Rail Products Inc., has named Li Rose Cheng vice president of business development-Asia. Cheng will be responsible for all facets of Salient’s business in mainland China, Hong Kong and the Pacific Rim, including directing sales and marketing activities, and establishing the operations and service capabilities necessary to deliver systems and services in the region. Cheng has served Salient Systems since 1997 as senior system software engineer.

• Railinc Corp. launched the new Railinc TrainFax™ website, which provides up-to-date rail equipment information in a single report. The site enables freight-rail equipment owners, lessees, investors, insurers, inspectors and other professionals conducting asset-related research to purchase a rail equipment report in a standard downloadable format that compiles data from rail industry sources and Railinc databases, according to Railinc.

• Bombardier Transportation announced that the Toronto Transit Commission has exercised a $378 million option for 186 additional subway cars for the Toronto Rocket Subway Train as part of a contract signed in December 2006. Delivery of the cars is slated to take place between 2012 and 2013. Bombardier also received a $17 million contract from PKP Polskie Linie Kolejowe to implement the first European Rail Traffic Management System (ERTMS) in Poland. Bombardier will supply, install, test and commission the Bombardier Interflo 450 ERTMS Level 2 onboard and wayside signaling system. The system is scheduled to enter operation in April 2012.

• Gannett Fleming has named David Thomas senior vice president and national director of transit and rail for the international planning, design and construction management firm. Previously, Thomas served as executive vice president and director of infrastructure operations and client development for an international infrastructure, environmental and facilities consulting engineering firm.

• Bloom Cos. L.L.C. has named Miodrag Budisa manager of its railroad engineering department. Budisa has more than 20 years of experience in railroad engineering, design and operations.

• Cambridge Systematics Inc. announced the completion and release of the State Rail Planning Best Practices guidebook. The publication, a collaboration between Cambridge Systematics and the American Association of State Highway and Transportation Officials’ Standing Committee on Rail Transportation, provides a template for rail plan development and serves as a guideline to states launching state rail plans for the first time, as well as for veteran programs seeking to renew older plans, Cambridge Systematics officials said in a prepared statement.
