The Metropolitan Council is soliciting proposals for METRO Blue Line Light Rail (BLRT) Extension Project for Engineering Services, Project Management Services and Risk Management Services. This is a three-part Request for Proposal for which consultants can propose on one, two or three parts. The work will include, but not be limited to: civil design, station architecture, utilities, track and guideway, systems, structures, traffic, etc. The contract(s) will also provide support for outreach and engagement, quality, project controls, project management and risk management. The anticipated schedule for this procurement is as follows: August 11, 2022 – RFP Issue Date August 23, 2022, at 1:00 PM CST – Pre-Proposal Meeting August 26, 2022, at 1:00 PM CST – Questions Due September 28, 2022, at 5:00 PM CST – Proposals Due October 20, 2022 – Negotiations Start December 2022 – Award For the purposes of the individual parts, the Council has established the following goals for Disadvantaged Business Enterprise (DBE) participation for each: Part One: The DBE participation goal for this scope is 19% of the proposal amount for the Engineering Services portion of the work (Contract 22P103A) •Civil Design, Traffic Design, Track and Guideway, Systems Design, Structures Design,Station Architecture Part Two: The DBE participation goal for this scope is 19% of the proposal amount for the Project Management Services portion of the work (Contract 22P103B) •Project Controls, FTA New Starts Reporting, Project Scheduling, Cost Estimating,Agreements Support, Support Community Outreach Part Three: The DBE participation goal for this scope is 18% of the proposal amount for the Risk Management Services portion of the work (Contract 22P103C) •Risk Assessment, Value Engineering, Constructability Review, Peer Review For the purposes of this project, the Council has established the goals above for Disadvantaged Business Enterprise (DBE) participation.
