The $10.6 million that the Alaska Railroad Corp. has budgeted for track rehabilitation work in 2016 will in part be spent on replacing CWR and jointed rail along the network.

2016 track and structure budget: $112 million*
2015 track and structure budget: $160 million*
Reason for budget decrease: Reducing overall capex to correspond with traffic declines.
Typical North American capital program scope: Rail work, 100 lineal miles; tie installations, 800,000; surfacing, 1,300 track miles; switches, 50; bridges, $16 million worth of work; new sidings, 10,000 track feet; crossing rehabs, 75.**
Bridge work: About 80 percent of this year’s program will focus on timber repairs, including new tie decks, caps and stringers, replacements and pile posting/bent framing work; concrete work predominantly will be masonry for new tie decks. In addition, some select steel repairs will be performed for section loss.**

Bridge work: Replace Wire Ropes Delair Bridge in Philadelphia, $4 million, start May 1; rehab 4 bridges on Lehigh Line, $1.1 million, started March 1; replace bridge in Taylor, Mich., $900,000, start June 1; replace expansion bearing hack on movable bridge in Jersey City, N.J., $750,000, start Sept. 1; replace bridge in Old Bridge, N.J., $600,000, start July 1; and rehab bridge in Bridgeport, N.J., $300,000, start June 1.

2015 MOW budget: $35.1 million*
Capital plan overview: Ties will be the primary focus, with projects varying in size from 1,500 to 20,000 ties. Rail projects will be carried out in conjunction with defective and curve rail replacements, while new track construction will be completed to drive carload growth and increase capacity.**
Rail, tie and surfacing projects: Install about 20,000 ties and surface 80 miles for the Alabama Tennessee River Railway; relay 25,000 feet of rail, install about 3,000 ties and surface 5 miles for Chicago Rail Link; install about 10,000 ties and surface 35 miles for the Georgia and Florida Railway; install less than 10,000 ties, build two 7,000-foot sidings, rehab switches, renew grade crossings and surface 40 miles for Illinois Railway (also tentatively build a 6,000-foot siding and various yard tracks); install 7,500 ties and surface 25 miles for the Nebraska, Kansas & Colorado Railway; install about 5,000 ties, surface 50 miles and repair a bridge for Kettle Falls International Railway; and install about 15,000 ties, surface 33 miles and replace a culvert for the Panhandle Northern Railroad.**

Alaska Railroad Corp.

2016 MOW budgets: $17.9 million (operating maintenance); $10.6 million (capital track rehabilitation); $375,000 (rip-rap and drainage maintenance); $375,000 (yard improvements); and $475,000 (culvert improvements)
2015 MOW budgets: $18.7 million (operating maintenance); $7.4 million (capital track rehabilitation); $400,000 (rip-rap and drainage maintenance)
Reasons for budget decrease: Operating budget is reduced due to overall budget cuts company-wide, but capital increased due to relay rail scheduled in 2016. No relay rail was accomplished in 2015.
Rail: Replace or install 6.6 miles (35,000 feet) of CWR and jointed rail.
Grinding/surfacing: Similar to last year, with the intent to accomplish ballast surfacing work on about 125 miles of track spread throughout the 466-mile route, as needed, and following tie replacements. Rail grinding will occur in fall 2016.
Ties: Install or replace up to 15,000 wood ties.
Ballast: Install about 20,000 tons.
Bridge work: The 2016 bridge program budgeted at $4.3 million calls for major maintenance, overhauls and replacements. Projects include the replacement of a 168-foot timber bridge (Luebner Lake Drainage) with four 28-foot concrete ballast-deck spans; replacing a culvert with a 22-foot ballast-deck bridge (Hooligan Drainage) with a through-girder ballast-deck span; replacing a 123-foot pony truss bridge (Matanuska Flood Plain) with a through-girder ballast-deck span; rehabbing and raising a timber bridge at Snow River tributary; raising bridges at Skookum Creek; and rehabbing 3 timber structures in various locations. Also, replace tunnel liners in poor condition in Tunnel 2 at Grandview, and relace/improve the tunnel retaining walls.
Facilities: Plan to replace the overhead doors at the Seward Roundhouse ($45,000), upgrade a switch heater in Whittier ($50,000) and remodel the Whittier maintenance facility office and break room ($35,000).
MOW equipment to purchase or lease: Will be reducing the 188-piece heavy equipment fleet by about 7 percent by surplusing 14 pieces of aging equipment in 2016. As funding becomes available, will continue replenishing the fleet with new equipment that complies with the federal Clean Air Act. Capital fleet budget includes $1.63 million to purchase 8 crew-cab and extended-cab trucks outfitted with hi-rails, 2 trucks without hi-rails and 2 suburbans — many of the trucks are used by MOW forces and they will replace similar vehicles that are being retired. Also, $510,000 is budgeted to purchase a new Caterpillar 14H Grader and a T-300 Bobcat Loader.
Note: Funding is not available to continue work this year on the Port MacKenzie Rail Extension, which had been underway. Completion now is anticipated in late 2019, pending funds.

Indiana Rail Road Co.

2016 MOW budget: $17.5 million (includes capital for MOW and signals)
2015 MOW budget: $20 million (included capital for MOW and signals)
Reason for budget decrease: In 2015, completed the construction of a new White River Bridge in southern Indiana, so back to a normalized level of investment in 2016.
Rail: Install or replace 1.5 miles of curve relay rail, CWR.
Grinding/surfacing: Surface 75 miles.
Ties: Install or replace 60,000 wood ties.
Ballast: Install 20,000 tons.
Bridge work: Rebuild 3 bridges, timber to steel/concrete, in the Indianapolis Subdivision in Illinois, $1.5 million, start in May.
Facilities: Build a transload facility in Sullivan County, Ind., and a warehouse in Indianapolis.
MOW equipment to purchase or lease: Obtain a welding truck.
Unusual MOW projects: Replace 8 mainline turnouts with new No. 136 panelized turnouts and renew 31 grade crossings.

Indiana Harbor Belt Railroad Co.

2016 MOW budget: $13.7 million
2015 MOW budget: $14.7 million
Reason for budget decrease: Finishing outstanding projects from 2015.
Rail: Install 136-pound rail for the construction of 2 sidings.
Sidings: Build two 8,700-foot siding tracks between Calumet City and Dolton, Ill.
Grinding/surfacing: Grind 54 miles and surface 17 miles.
Ties: Install or replace 11,200 7-inch wood ties for 2 siding tracks.
Ballast: Install 52,600 tons.
MOW equipment to purchase or lease: Purchase a cold-air snow blower AF-1, 3 hydraulic rail pullers and 2 new backhoes.

Buckingham Branch Railroad

2016 MOW budget: $7,270,000
2015 MOW budget: $8,320,000
Reason for budget decrease: Carloads are down, so less money available.
Rail: Install or replace 4 miles of 80-foot jointed rail.
Grinding/surfacing: Surface 50 miles.
Ties: Install or replace 12,000 wood ties.
Ballast: Install 8,000 tons.
Bridge work: Replace 13 4-post bents with 5-post bents on bridge in Buckingham, Va., and replace all bridge ties on 3 bridges.
Facilities: Replace 4 switches in Charlottesville, Va., yard.

Arkansas & Missouri Railroad

2016 MOW budget: $6.7 million
2015 MOW budget: $6.6 million
Rail: Install 6 miles of 115- and 136-pound CWR.
Unusual trackwork projects: Grade stabilization/retaining wall projects; 4 new turnouts; 2 new crossing warning systems; and 17 crossing reconstructions.
Grinding/surfacing: Surface 25 miles.
Ties: Replace 15,000 wood and 500 switch ties.
Ballast: Install 15,000 tons.
Bridge work: Rehab various bridges across network, $750,000 program, began in February.
MOW equipment to purchase or lease: One-ton hi-rail truck and 1 4-door yard section truck.

Carload Express Inc. (4 short lines)

2016 MOW budget: $6.2 million expensed/$7.7 million capital
2015 MOW budget: Not provided
Reason for budget decrease: Are budgeting $3 million less as a precaution to potential business declines related to energy declines.
Ties: Install or replace 5,000 ties.
Ballast: Install 5,000 tons.
Bridge work: Replace 1,250-foot wood trestle with steel trestle, phase 1, $2.6 million; and install new bridge decks in Washington, Pa., $700,000.
Facilities: Rehab Glenwood Support Yard in Pittsburgh, $2.8 million.

Central Maine & Quebec Railway

2016 MOW budget: $5.8 million (plus $6 million TIGER grant)
2015 MOW budget: $6 million
Reason for budget decrease: Basically, the same program scope as in 2015.
Rail: Install or replace 4 miles with 115-pound, 80-foot bolted rail.
Grinding/surfacing: Surface 110 miles.
Ties: Install or replace 19,000 wood ties.
Ballast: Install 14,000 tons.
Bridge work: Program budgeted at $550,000 to address various maintenance items; no major rehabs planned.
Unusual MOW project: Obtained a $6 million TIGER VII grant from the state of Maine in addition to regular capital for $10 million trackwork project. Work includes the installation of 55,000 ties, 28,000 feet of rail and 23,000 tons of ballast, replacement of 32 turnouts and 120 miles of surfacing work.

Red River Valley & Western Railroad

2016 MOW budget: $5.65 million
2015 MOW budget: $5.51 million
Rail: Install or replace 3.5 miles with CWR.
Grinding/surfacing: Surface 90 miles.
Ties: Install or replace 21,000 mixed hardwood ties.
Ballast: Install 30,000 tons.

Texas Pacifico Transportation Ltd.

2016 MOW budget: $5,099,388
2015 MOW budget: $5,560,685
Reason for budget decrease: Relaid 9 miles of rail that will generate some savings in surfacing and OE tie insertion.
Rail: Install or replace 7.5 miles with 115-pound or better CWR.
Sidings: Build 7,300-foot siding in Mertzon, Texas.
Grinding/surfacing: Surface 120 miles.
Ties: Install or replace 28,600 hardwood ties.
Ballast: Install 8,333 tons.
Bridge work: Reconstruct International Bridge at the Presidio Ojinaga border (U.S. side), $7 million, start in September.
Unusual MOW projects: Perform 2 rail-flaw detector inspections and 1 geometry track inspection.

Reading, Blue Mountain & Northern Railroad Co.

2016 MOW budget: $5 million
2015 MOW budget: $12.2 million
Reason for budget decrease: Last year’s budget included a $10 million grant.
Rail: Change out 10,000 feet of rail with 136-pound RE CWR.
Unusual trackwork projects: Install 5 switches for new business and 2 switches for new sidings; and perform necessary trackwork to raise class of 14 miles on Hazleton line from Class 1 and 2 to Class 3 track.
Sidings: Build 5,400-foot siding in Mohrsville, Pa., and 5,000-foot siding in Port Clinton, Pa.
Grinding/surfacing: Surface 70 miles.
Ties: Install or replace 20,000 wood ties.
Ballast: Install 12,000 tons.

Western New York & Pennsylvania Railroad

2016 MOW budget: $4,572,000
2015 MOW budget: $6,445,000
Reason for budget decrease: Reduction in grant activity in states of New York and Pennsylvania.
Rail: Install or replace 1.1 miles of rail with CWR.
Grinding/surfacing: Surface 35 miles.
Ties: Install or replace 12,000 wood and 2,000 wood relay ties.
Ballast: Install 5,500 tons.
Bridge work: Repair spalling concrete on 4 rail-over-highway structures, $800,000; and repair bridge seats on 2 bridges, $100,000.
MOW equipment to purchase or lease: 1 skid steer with attachments, 1 new hi-rail inspection truck and 1 new bolt machine.

Pioneer Railcorp (15 short lines)

2016 MOW budget: $3,296,107
2015 MOW budget: $1,913,349
Note: The two largest individual 2016 budgets are $1 million for the Garden City and Western Railroad and $587,790 for the Keokuk Junction Railway Co.
Reasons for budget increase: In some cases, have a more aggressive tie or switch tie program, more bridge inspections or repairs, more weed spraying, more crossing maintenance or more material costs this year.
Unusual trackwork projects: Iowa DOT project involving Keokuk Junction Railway’s yard tracks; Pennsylvania DOT tie project for the Gettysburg & Northern Railroad Co.; Kansas DOT switch installation project for the Garden City and Western Railroad; and one crossing rehab for the Mississippi Central Railroad Co.
Ties: Install or replace 30,168 wood and 124 switch ties (plus one switch-tie bundle); relay 63 switch ties.
Ballast: Install 9,700 tons.
Bridge work: Annual and other inspections of more than 100 bridges; some bridge repairs.
Facilities: Built new crossover switches and track in Ripley & New Albany Railroad’s yard for switching purposes; was funded by the state of Mississippi and railroad match.
Unusual MOW projects: Submitting bridge project for Mississippi Central Railroad through Mississippi DOT; upgrading interchange between Georgia Southern Railway Co. and NS in Dover, Ga.; and considering a historical upgrade to the St. Joseph River Bridge for the Elkhart & Western Railroad Co. Also, will install 13 115-pound switches for total of 3 miles in Kansas for the Garden City and Western Railroad, including tamping and regulating, about $1 million provided by state of Kansas and railroad match, start in May and finish in July; and install 1,600 ties between Aspers and Biglerville yards for Gettysburg & Northern Railroad, including tamping and regulating 21,120 feet of track, about $230,000 provided by state of Pennsylvania and railroad match, to begin this year.

Iowa Northern Railway Co.

2016 MOW budget: $3.2 million
2015 MOW budget: $1.2 million
Reason for budget increase: Tie and turnout work was deferred in 2015 to 2016.
Rail: Install or replace 2 miles with new 115-pound, 80-foot jointed rail.
Unusual trackwork project: Replace 12 main track turnouts and construct yard lead at Butler Yard. Another 13 track turnouts are planned for 2017.
Grinding/surfacing: Surface 80 miles.
Ties: Install or replace 18,000 wood and 1,000 steel ties.
Ballast: Install 20,000 tons.
Bridge work: New deck installations on 8 bridges, a span realignment and new bridge seats on 1 bridge.
Facilities: Build north yard lead at Butler Yard.
MOW equipment to purchase or lease: A Jackson 925 SS tie inserter, Nordco rail lifter and remanufactured Jackson 6700 production tamper.

North Shore Railroad Co.

2016 MOW budget: $3.1 million
2015 MOW budget: $4.27 million
Reason for budget decrease: Drop in projected revenue.
Unusual trackwork projects: Replace 2 No. 8 turnouts with 2 No. 10 turnouts and a total reconstruction of 0.4 miles of track, which includes new subgrade, the removal of a 15-foot adjacent bank and numerous trees, ditching with pipes and catch basins, and new track.
Grinding/surfacing: Surface 35 miles.
Ties: Install or replace 3,000 ties.
Ballast: Install 6,000 tons.
Bridge work: Replace a timber bridge deck in Bellefonte, Pa., $26,000, start date to be determined.
MOW equipment to purchase or lease: Jackson 6700 Tamper, $750,000.

Pacific Harbor Line

2016 MOW budget: $2.9 million
2015 MOW budget: $2.7 million
Reason for budget increase: Labor and material escalation.
Rail: Install or replace 1.8 miles with CWR.
Grinding/surfacing: Surface 5 miles.
Ties: Install or replace 750 7x9x9 wood ties.
Ballast: Install 850 tons.

Palmetto Railways

2016 MOW budget: $2.7 million
2015 MOW budget: $2.4 million
Reason for budget increase: Mainly for repairs that will be needed at Cosgrove Yard in North Charleston, S.C.; after taking over the facility’s operation in August 2015, the company found there was quite a bit of tie work that will need to be done over the next several years.
Rail: Replace about 250 39-foot sticks of jointed rail totaling 9,750 feet on the switching leads in Cosgrove Yard.
Grinding/surfacing: Surface about 4 miles.
Ties: Replace 5,000 wood ties at Cosgrove Yard.
Ballast: Install 500 tons.
Bridge work: Rebuilt a 75-foot wooden bridge at Cosgrove Yard that crosses Filbin Creek, $350,000, contractors completed project in March.
Facilities: Build 2 new offices at Redmount Road facility to support rail operations at Cosgrove Yard.

Finger Lakes Railway Corp.

2016 MOW budget: $2.7 million
2015 MOW budget: $2.6 million
Reason for budget increase: More tie installations this year.
Rail: Replace or install 7,400 linear feet of new and 2,000 feet of relay rail with 78-foot, 136-pound rail.
Unusual trackwork project: Install a wye track in Geneva, N.Y
Sidings: Build 2 1,200-foot sidings in Seneca Falls, N.Y.
Grinding/surfacing: Surface 20 miles.
Ties: Install or replace 20,000 wood ties.
Ballast: Install 25,000 tons.
Bridge work: 2 new bridge decks timber and rail.
Facilities: Install 3 new 136-pound turnouts to realign west end of Geneva yard for more efficient switching.
MOW equipment to purchase or lease: Hi-rail log loader and front-end loader.
Unusual MOW project: Continue a transload yard in Seneca Falls.

Tacoma Rail

2016 MOW budget: $2.48 million
2015 MOW budget: $2.48 million
Rail: Install or replace 1 mile with 115-pound jointed rail.
Ties: Install or replace 2,000 hardwood ties.
Ballast: Install 2,000 tons.
Bridge work: Ongoing maintenance projects only.
Facilities: Replace 14 switches, and install new lead and two crossing diamonds to increase operational flexibility.
MOW equipment to purchase or lease: Purchase hi-rail excavator and hi-rail pickup truck.

Livonia, Avon & Lakeville Railroad

2016 MOW budget: $2,461,000
2015 MOW budget: $2,300,000
Reason for budget increase: Improved revenue prospects and extension of Section 45G tax credit.
Unusual trackwork project: Joint elimination work, $20,000.
Sidings: Extend siding in Avon, N.Y., by 2,400 feet.
Ties: Install or replace 5,000 wood ties.
Ballast: Install 1,000 tons.
Bridge work: Replace a 70-foot rail-over-highway iron bridge in Avon, $600,000.
MOW equipment to purchase or lease: New skid steer with attachments, new mini-excavator and equipment trailer.

Mississippi Export Railroad Co.

2016 MOW budget: $2,345,000
2015 MOW budget: $2,298,000
Reason for budget increase: Wage increase.
Grinding/surfacing: Spot surface only.
Ties: Install or replace 3,000 wood ties.
Ballast: Install 1,600 tons.

New York, Susquehanna and Western Railway Corp.

2016 MOW budget: $2.3 million
2015 MOW budget: $2.1 million
Reason for budget increase: Training costs and salaries of new employees to replace workers who will retire in 2016.
Rail: Install or replace 13.06 miles with 136-pound CWR.
Unusual trackwork projects: Build 14,000 feet of track and 7 turnouts for the Syracuse Interchange Project; install 15 concrete surfaces at various crossings; and perform out-of-face gauging of various curves on the Syracuse, CNYK and Southern Division mainlines.
Sidings: Build a 12,000-foot siding in Syracuse, N.Y., $2.6 million; and a 1,000-foot siding in Utica, N.Y., $250,000.
Grinding/surfacing: Ballast/surface 110 miles.
Ties: Install or replace 56,425 new wood IG ties.
Ballast: Install 60,000 net tons.
Bridge work: Rehab substructure of Renwick Avenue Bridge in Syracuse, $418,000; perform steel work on bridge in Lackawaxen, Pa., $200,000; renew bridge timbers in Shohola, Pa., $120,000; install bridge timbers in Butler, N.J., $120,000; and renew steel bridge in Hackensack, N.J., $75,000.
Facilities: Perform site work for development of Montgomery Street yard in Binghamton, N.Y., $258,000.
MOW equipment to purchase or lease: Purchase 5 hi-rail maintenance vehicles, $383,000.
Unusual MOW projects: Install various dragging equipment and hot-box detectors, $525,000; and complete detailed inspection/ratings for various bridges, $465,000.

Copper Basin Railway Inc.

2016 MOW budget: $2,208,816
2015 MOW budget: $2,486,830
Reason for budget decrease: Reduced amount of MOW work to be done in 2016 due to industry slowdown associated with low copper prices.
Rail: Install or replace 0.83 miles with jointed rail.
Grinding/surfacing: Surface 30 miles.
Ties: Install or replace 4,000 wood and 1,000 steel ties.
Ballast: Install 2,500 tons.

New Orleans Public Belt Railroad Co.

2016 MOW budget: $1.7 million
2015 MOW budget: $1.3 million
Reason for budget increase: Gains in rail traffic and car counts.
Rail: Install or replace 3.5 miles of 115-pound jointed yard tracks.
Unusual projects: Expand France Yard and replace 5 turnouts on west bank of bridge approach.
Grinding/surfacing: Total of 10 miles.
Ties: Install or replace 9,000 wood and 1,000 steel ties.
Ballast: Install 4,500 tons.
Bridge work: Perform painting of the Huey P. Long Bridge railroad portion in Jefferson Parish, $20 million, start late in second quarter.
Facilities: Build new Claiborne Yard office in upper Ninth Ward.
MOW equipment to purchase or lease: 1 backhoe and 1 tie replacer.

Florida Central Railroad (includes the Florida Midland and Florida Northern branch lines)

2016 MOW budget: $1,407,721 (MOW operating budget); $374,048 (MOW capital budget)
2015 MOW budget: $1,286,935 (MOW operating budget); $1,204,997 (MOW capital budget)
Reason for capital budget decrease: Due to loss of coal carloads.
Rail: Install or replace 800 feet of 100-pound jointed relay rail.
Unusual trackwork projects: Build 800 feet of track in downtown Ocala, Fla., using 100-pound relay rail, new ties and surface; and install 2,000 ties on the Florida Midland’s Lake Wales to Frostproof, Fla., branch.
Grinding/surfacing: 800 feet of surfacing as part of Ocala project.
Ties: Install or replace 3,650 wood ties, including 2,750 under capital budget and 900 under operating budget.
Ballast: Install 200 tons.

Reason for budget increase: Do not publicly release dollars spent, but have increased the MOW budget by 30 percent versus 2015. While the track infrastructure is in good shape, are ramping up MOW activities in anticipation of future traffic growth.

Sidings: Might add a 5,000-foot siding, but unconfirmed at this point.
Grinding/surfacing: Surface 50 miles.
Ties: Install or replace about 7,500 ties.
Ballast: Install 3,000 tons.
