Government funding a potential plus — or minus — for budgets

Among a record 46 responses from the small-railroad crowd, 21 plan to spend more, 17 expect to spend less and four propose to budget the same amount of dollars as they spent in 2009. Four respondents didn't provide budget figures.

Those with higher budgets include Riverport Railroad, which expects to spend between $32 million and $37 million vs. 2009's $4.5 million primarily to build 10 miles of track to support a new rail-car/trailer cleaning and repair facility at its interchange yard in Savanna, Ill.

In addition, R.J. Corman Railroad Group's 2010 budget is "much larger than a typical year's" spending plan because the company obtained a $17.5 million federal Transportation Investment Generating Economic Recovery grant in February for a track rehabilitation project in Kentucky, Tennessee and West Virginia.

Of the respondents who have budgeted less this year, some cited a lack of federal, state or local funding as the primary reason. One — Massachusetts Coastal Railroad — didn't provide a budget figure because of uncertainty surrounding state funding.

"The biggest hurdle in 2010 is the availability of funding from our owner, the Massachusetts DOT," Massachusetts Coastal officials wrote.

A few other respondents, including Ironhorse Resources Inc. and the Arkansas & Missouri Railroad Co., also cited the uncertainty surrounding an extension of the short-line tax credit, which expired at 2009's end. As of press time, Congress continued to consider legislation that would extend the tax credit through 2010.

Vermont Rail System expects its budget of $3 million to decline 20 percent if the extension isn't granted.

"The tax credit needs to be passed with sufficient time so that MOW expenditures can be completed before the end of the construction season," Vermont Rail officials wrote. "If the tax credit is extended in November, then we will not have time to increase MOW activity for the year."

Genesee & Wyoming Inc. (data from 57 u.s. railroads)

2010 MOW budget: Total of about $90 million for all of GWI, including international holdings

2009 MOW budget: Total of about $90 million for all of GWI, including international holdings

Rail: Install 23 miles of CWR and bolted rail.

Sidings: Build one 4,000-foot siding in Greenville, Miss. (CAGY) and one 3,600-foot siding in Johnsburg, Pa. (BPRR).

Ties: Install 127,700 wood ties.

Ballast: Install 277,700 tons.

Grinding/surfacing: Total of 225 miles.

Bridge work: Replace timber structure with steel/concrete ballast deck in Illinois; complete four bridgework projects in Oregon; miscellaneous bridge repairs for ATW and GC at Rail Link; two new bridge decks in Butler, Pa.; and minor upgrades (caps, stringers, posted piles and decking) to bridges on nine railroads in Southern Region.

Facility projects: Replace HVAC units at main office building/shops and upgrade training building in Springfield, Ill.

Other projects: Monies have been allocated to upgrade 5.5 track miles of jointed rail to CWR on BAYL and for R&D of a new construction bridge to replace a 100-year-old thru-truss structure crossing CSX on CHAT in 2011.

Railamerica Inc. (data from 40 u.s. and Canadian Railroads)

2010 MOW budget: $45 million to $46 million; in addition, New England Central Railroad received $51 million in higher-speed federal funding for next two years.

2009 MOW budget: $42 million

Reason for increase: Recapitalization of Missouri & Northern Arkansas jointly with UP and slight increase in amount of rail replacement.

Rail: Install about 10 track miles of CWR and bolted rail.

Ballast: Install 170,000 tons.

Ties: Install 350,000 wood and 2,000 steel ties.

Grinding/surfacing: Surface 840 miles; grind 500 pass miles.

Bridge work: Budget $8.5 million for bridge rehabs across system; no bridge replacements.

Facility projects: Budget $500,000 for various facility improvements.

Riverport Railroad

2010 MOW budget: $32 million to $37 million

2009 MOW budget: $4.5 million

Reason for increase: Building 10 miles of track in support of a new rail-car cleaning repair facility.

Rail: Upgrade 2 miles; install 10 miles.

Triple track: Build 10 miles of 136-pound triple track at interchange yard-south

Ties: Install 41,000 (2010 to 2012.)

Grinding/surfacing: Surface 3 miles.

Facility projects: Six shops; one warehouse.

Alaska Railroad Corp.

2010 MOW budget: $29.6 million

2009 MOW budget: $32.1 million

Reason for decrease: Concrete tie installation phase is complete and less funding required in 2010 to 2012.

Rail: Install 42 track miles with CWR.

Ballast: Install 70,000 tons.

Ties: Install 50,000 wood ties.

Grinding/surfacing: Surface 275 track miles.

Bridge work: Budget $1.4 million, with $740,000 funded by FTA; complete replacement of two bridges, and complete design and permitting of one bridge replacement; rehab five other bridges.

Facility projects: Capital budget of $50,000 to pursue section facility improvements, including upgrades to section houses (small remote buildings along track that support MOW work).

R.J. Corman Railroad Group (data from nine railroads)

2010 MOW budget: $25.3 million

2009 MOW budget: N/A

Reason for increase: This year's plan is much larger than a typical year's MOW plan due to the public-private partnerships the company has with federal, state and local government agencies. In addition, the company obtained a $17.5 million federal TIGER grant for a trackwork project involving five short lines that will begin this year and be completed in 2011.

Rail: Construct 2 miles of rail.

Ties: Replace 220,000 wood ties.

Ballast: Install 186,000 tons.

Bridge work: Paint 4 major bridges.

Montana Rail Link

2010 MOW budget: $25 million

2009 MOW budget: $45.7 million

Reason for decrease: Completed $17.7 million tunnel project in 2009; down $3 million otherwise because of business downturn.

Rail: Install 13.7 miles with CWR.

Ties: Install 110,000 wood ties.

Ballast: Install 90,000 tons.

Bridge work: Phase 3 of $5 million bridge project; $1.9 million budgeted for it in 2010.

Reading, Blue Mountain & Northern Railroad

2010 MOW budget: $15.7 million (minus $10 million if short line does not receive funding to build Nesquehoning Bridge, Phase II, in 2010)

2009 MOW budget: $3.1 million

Reason for increase: Will utilize a $2.5 million capital grant to perform a joint elimination program on mainline and will install new welded rail; also plan to rehab Pittson yard, and complete extensive tie replacement and surfacing program.

Rail: Complete joint elimination program on 23 miles and replace rail on 2 miles, install welded rail.

Sidings: A 1,000-foot siding and two switches (runaround) in Tamaqua, Pa., and a 2,500-foot siding and one switch in Port Clinton, Pa.

Ties: Install 20,000 wood ties.

Ballast: Install 15,000 tons.

Grinding/surfacing: Surface 121 miles.

Bridge work: Redeck 2 bridges on mainline in June and July; redeck bridge on Lehighton Branch in July; and redeck 1 other bridge on mainline.

Facility projects: Engine house addition and extend tracks at Port Clinton headquarters; install insulation, lighting, concrete floor and track at Port Clinton roundhouse.

Florida East Coast Railway

2010 MOW budget: $15.3 million

2009 MOW budget: $14 million

Reason for increase: A bit more spending on bridges in 2010.

Rail: Install 2.7 track miles with mostly 136-pound CWR.

Ties: Install 2,750 wood and 4,500 concrete ties; upgrade fastening systems on about 80,000 concrete ties.

Ballast: Install 25,000 tons; 24 miles of undercutting.

Grinding/surfacing: Grind 150 pass miles; surface 340 miles.

Bridge work: Rebuild 2 bridges; remainder of budget to be spent on capital rehabs.

New York, Susquehanna and Western Railroad

2010 MOW budget: $12 million

2009 MOW budget: $8 million

Reason for increase: Plan to install ties.

Sidings: Build 1,600-foot siding in Cortland, N.Y.

Ties: Install 37,143 wood ties.

Ballast: Install 39,500 tons.

Bridge work: Repair portal braces on 1 CNYK bridge; steel repairs on 1 CNYK bridge.

Iowa Interstate Railroad Ltd.

2010 MOW budget: $10.6 million

2009 MOW budget: $15.6 million

Reason for decrease: Purchased welded rail and completed yard in Silvis, Ill., in 2009.

Sidings: Extend siding in Earlham, Iowa, to 10,000 feet.

Ties: Install 54,000 wood ties.

Bridge work: Budget $750,000 for various bridge maintenance.

Indiana Harbor Belt Railroad Co.

2010 MOW budget: $9.3 million

2009 MOW budget: $12.6 million

Reason for decrease: Bridge work was accelerated in 2009; several capital projects in planning stages have not been approved.

Rail: Install 15 miles with 132- and 136-pound rail.

Double track: CREATE TCS project Superior to Rose; Jan tracks 1,2 and 21.

Ties: Install 18,215 (seven inch) and 16,292 (six inch) wood ties; 500 steel ties.

Ballast: Install 28,000 tons.

Grinding/surfacing: Grind 54 miles; surface 85 miles.

Bridge work: Replace three-track, open-deck, 300-foot bridge over Calumet River in Riverdale, Ill., with ballast-deck bridge; started in June 2009 and completed north and middle leads; complete south lead in June 2010; $7.2 million.

Wisconsin & Southern Railroad Co.

2010 MOW budget: $8.6 million

2009 MOW budget: $10.8 million

Reason for decrease: Less because of a downturn in the industry.

Rail: Install 14 miles with new 115-pound CWR.

Ties: Install 40,000 (7x9) wood ties.

Ballast: Install 21,000 tons.

Bridge work: Rebuild 3 bridges in Monroe Subdivision; working on permitting process; $2.8 million.

North Carolina Railroad Co.

2010 MOW budget: $8 million

2009 MOW budget: $8 million

Rail: Install one mile of 136-pound CWR.

Ties: Install 30,000 wood ties.

Ballast: Install 3,000 tons.

Bridge work: Build 6 new bridges between Goldsboro and New Bern, N.C., $4 million, started in January.

Other projects: Install gates and flashers at 10 grade crossings between Selma and Morehead City, N.C.; field thermit weld about 1,000 joints over 40 miles.

The Indiana Rail Road Co.

2010 MOW budget: $7 million

2009 MOW budget: $6.5 million

Reason for increase: Additional traffic.

Rail: Install 7.25 miles with 115- and 136-pound CWR.

Siding: Build 9,000-foot siding in Terre Haute, Ind.; second 9,000-foot siding near Sullivan, Ind., not yet budgeted, but may be approved later this year.

Ties: Install 4,000 wood ties.

Ballast: Install 10,000 tons of granite and 10,000 tons of limestone.

Grinding/surfacing: Surface 50 miles.

Bridge work: Construct new 157-foot thru-plate girder bridge in Terre Haute, $1.1 million, start in May; miscellaneous replacement of timber bridge components, $300,000; replace worn-out steel counters on a three-span truss in Terre Haute, $150,000, start in July; encase three upper piers with concrete at Bloomfield, Ind., bridge, $140,000, began in February; and replace wood stringers with steel stringers in Morgantown, Ind., $85,000, start in August.

Other projects: Complete 5.2-mile line extension into Peabody's Bear Run coal mine in May, $17.5 million (in addition to $7 million capital spending budget); undercut 15,000 feet of track.

New Orleans Public Belt Railroad Co.

2010 MOW budget: $5.1 million

2009 MOW budget: $5.1 million

Rail: Replace or install 8.3 miles of CWR; 1.1 miles of jointed rail.

Ties: Install 18,000 steel and 10,000 wood ties.

Ballast: Install 10,000 tons of granite.

Grinding/surfacing: Surface 35 miles.

Bridge work: Ongoing $1 billion Huey P. Long Bridge widening project (will continue until 2013).

Facility projects: Plan to open bids on a new $5 million MOW administration and maintenance complex this year with completion slated for early 2011.

Northern Plains Railroad

2010 MOW budget: $5 million

2009 MOW budget: $1.3 million

Reason for increase: Business upturn.

Rail: Install 15.2 miles of 100-pound CWR.

Ties: Install 24,450 wood ties.

Ballast: Install 42,750 tons.

Iowa Northern Railway

2010 MOW budget: $4 million

2009 MOW budget: $5.8 million

Rail: Install 2 miles with jointed rail.

Ties: Install 6,000 wood or steel ties.

Ballast: Install 20,000 tons.

Grinding/surfacing: Surface 68 miles.

Bridge work: Replace bridge span near Janesville, Iowa, $2.3 million, start date not yet determined.

Madison Railroad

2010 MOW budget: $3 million

2009 MOW budget: $620,000

Reason for increase: Bridge replacements.

Ties: Install 1,000 wood ties.

Ballast: Install 600 tons.

Bridge work: Replace 2 bridges on mainline in Jefferson and Jennings counties, Ind., start in late summer, $3 million.

Vermont Rail System

2010 MOW budget: $3 million

2009 MOW budget: $2.8 million

Reason for increase: The 2010 budget assumes that the short-line tax credit will be renewed. If not, the budget for 2010 decreases by 20 percent, or to $2.3 million.

Rail: Install 4 miles of stick rail, 2 miles of CWR.

Ties: Install 10,000 wood ties.

Ballast: Install 16,000 tons.

Grinding/surfacing: Total of 175 miles

Bridge work: Rehab various bridges in New York and Vermont, $100,000.

Louisiana & North West Railroad Co.

2010 MOW budget: $2.3 million

2009 MOW budget: $1.9 million

Reason for increase: Might lay 115-pound rail on about 15 miles of track.

Rail: Install 15 miles of jointed rail.

Sidings: Install ties and surface track at sidings in Arkansas.

Grinding/surfacing: Surface mile 38.9 to mile 61.5.

Fort Worth & Western Railroad

Reason for decrease: Reduced track and bridge maintenance required to support business levels.

Ironhorse Engineering Inc. (data from four railroads)

Mississippi Export Railroad

Reason for decrease: Economy.

Rail: Install 2.7 miles of jointed rail.

Sidings: Build 2.7-mile siding in Jackson County.

Ties: Install 6,500 wood ties.

Ballast: Install 20,000 tons.

Bridge work: $200,000 budget for work to be done from April to October.

Facility project: Complete 40,000-square-foot warehouse.

Regional Rail L.L.C. (data from two railroads)

2010 MOW budget: $1.4 million

2009 MOW budget: $2 million

Reason for decrease: No signal crossing upgrades (done under federally funded program) in 2010.

Rail: Install 2.5 miles with jointed rail.

Sidings: One 2,450-foot siding in Pocopson, Pa.; began in 2009 and complete in 2010.

Ties: Install 3,000 wood ties.

Ballast: Install 3,700 tons.

Grinding/surfacing: Total of 5 miles.

Bridge work: Redeck two bridges on Octoraro Line, $10,000; redeck two bridges and repair/replace bridge seats, backwalls and expansion rollers on one bridge on Middletown & New Jersey Railroad in Middletown, N.Y., $185,000; complete all projects by fall 2010.

Facility projects: Upgrade heating system and repair engine house in Middletown, $30,000.

Pioneer Railcorp (data from 17 railroads)

Brownsville & Rio Grande International Railroad

2010 MOW budget: $1 million

2009 MOW budget: $580,000

Reason for increase: Renew and extend 10 port grade crossings; renew 3,800 track feet on a rail spur from sub-grade to rail.

Rail: Renew 1 track spur; joint bars.

Ties: Install 4,440 wood ties.

Ballast: Install 1,500 tons.

Other projects: Renew 4 grade crossings and extend 6 crossings.

Modesto & Empire Traction Co.

2010 MOW budget: $989,000

2009 MOW budget: $608,000

Reason for increase: Replacing rail running down middle of city street (B Street).

Rail: Install less than 1 mile of 136-pound bolted rail in Modesto, Calif.

Ties: Install 2,000 wood ties.

Ballast: Install 200 tons.

Bridge work: Rehab and strengthen wood section of trestle ($50,000) and add a fifth stringer to increase capacity to 286,000 pounds, start in spring.

Pacific Harbor Line

2010 MOW budget: $985,000

2009 MOW budget: $678,000

Reason for increase: More signal work than in previous year.

Rail: Install 0.75 miles with CWR.

Ties: Install 2,500 wood and 500 concrete ties.

Ballast: Install 4,000 tons.

Grinding/surfacing: Surface 12 miles.

Other work: Converting fiber-optic dwarf signals to high-mast LED signals.

Patriot Rail Corp. (data from five railroads)

2010 MOW budget: Total, $958,000

2009 MOW budget: Total, $1.07 million

Reason for decrease: Less cash availability and fewer capitalized projects.

Rail: Install 4 miles of 133-pound bolted rail; 0.5 miles of jointed rail; and 2,000 feet of 115-pound jointed rail.

Ties: Install total of 6,250 wood ties and 167 wood bridge ties.

Ballast: Install total of 5,912 tons.

Grinding/surfacing: Total of 5 miles.

Bridge work: Rehab transfer bridge in Ogden, Utah, cut and replace pile tops and caps, shim stinger cords, replace 167 ties and walkway, and replace guard timber, $80,000; general repairs — timbers, caps, etc. — on Tennessee Southern Railroad, $40,000; and replace riprap on faces of two bridges on Butte, Anaconda & Pacific Railroad.

Greenville & Western Railway Co.

2010 MOW budget: $800,000

2009 MOW budget: $550,000

Reason for increase: Smaller project sizes since unit-train ethanol distribution facility is now in operation. Also, budgeting for more small projects over the entire railroad instead of a larger project focused on one area.

Rail: Install 1 mile in a critical curve with jointed rail.

Sidings: Grade for 3,650-foot siding adjacent to unit-train ethanol distribution facility.

Ties: Install 350 wood switch ties, including full replacement of ties in four mainline turnouts and partial replacement of ties in six other turnouts; install 1,000 wood mainline ties for maintenance purposes.

Ballast: Install 2,000 tons.

Grinding/surfacing: Surface 7 miles.

Bridge work: Rescheduled one bridge re-decking to this year, to be done in conjunction with rail replacement project.

Other work: Prepare 7 miles of track for upgrade to Class III track; prepare track for signal department to complete welded bond replacement for 5 public crossing signals.

Central California Traction Co. (CCT)

2010 MOW budget: $675,000

2009 MOW budget: $550,000

Reason for increase: Switch tie relay.

Rail: Install 1 mile of jointed rail.

Ties: Install 1,500 (7x9) new hardwood ties and 671 new mixed hardwood switch ties; replace switch ties out of face on 19 switches.

Ballast: Install 2,400 tons.

Grinding/surfacing: Surface 12.8 miles.

Bridge work: Replace four 40-foot stringers on one bridge; replace one end cap on one bridge; and complete full bridge rating on all seven CCT bridges ($120,000).

Facility projects: Erect a 70-by-25-foot cover over locomotive service area, $20,000.

Red River Valley & Western Railroad

2010 MOW budget: $400,000

2009 MOW budget: $125,000

Reason for increase: Timing of projects and equipment purchase.

Grinding/surfacing: Grind 12 miles; surface 94 miles.

Ties: Install 21,500 wood ties.

Ballast: Install 32,000 tons.

Bridge work: Miscellaneous repairs on 5 structures, $100,000.

Arkansas & Missouri Railroad

2010 MOW budget: $375,000

2009 MOW budget: $385,000

Ties: Install 15,000 wood ties (not included in 2010 capital budget).

Ballast: Install 5,100 tons (not included in 2010 capital budget).

Grinding/surfacing: Surface about 30 miles.

Bridge work: 2010 redecking program includes new timbers on 5 bridges, $100,000, start in May; and 2010 maintenance program includes replacement of caps and stringers, where needed, on 10 bridges, $190,000, start in May.

Escanaba & Lake Superior Railroad

2010 MOW budget: $350,000

2009 MOW budget: $220,000

Reason for increase: Slightly better revenue year, although still a very difficult year overall.

Ties: Install 300 wood ties.

Ballast: Install 2,500 tons.

Grinding/surfacing: Total of 20 miles (estimate).

Farmrail System (data from two railroads)

2010 MOW budget: $300,000

2009 MOW budget: $450,000

Reason for decrease: Revenue decrease.

Rail: Install 3,500 track feet; 80-foot joints.

Sidings: Construct 750 track feet in Thomas, Okla., and 5,000 track feet in Altus, Okla.

Ties: Replace or install 20,000 wood ties.

Ballast: Install 8,000 tons.

Grinding/surfacing: 30 miles.

Bridge work: Rehab about 30 bridges, $190,000; 286k upgrade to one bridge, $60,000.

Minnesota, Dakota & Western Railroad

2010 MOW budget: $240,000

2009 MOW budget: $90,000

Reason for increase: Equipment replacements.

Ties: Install 800 wood ties.

Ballast: Install 25 tons.

Grinding/surfacing: 1 mile.

Minnesota Southern Railway Inc.

2010 MOW budget: $150,000

2009 MOW budget: $300,000

Reason for decrease: Carloadings down 40 percent.

Ties: Install 1,500 (or so) wood ties.

Ballast: Install 1,000 tons.

Bridge work: Replace 7 to 10 caps and some deck ties, start in spring.

Angelina & Neches River Railroad Co.

2010 MOW budget: $100,000

2009 MOW budget: $40,000

Reason for increase: Additional bridge work.

Ties: Install 1,000 wood ties.

Ballast: Install 200 tons.

Grinding/surfacing: Surface 2 miles.

Bridge work: Routine repairs (rehab) on 5 system bridges, including post and pile, decking, and miscellaneous cap and stringer replacements, about $70,000, start in summer.

Sacramento Valley Railroad

2009 MOW budget: $12,024

Reason for increase: Track maintenance and repairs.

Rail: Various track maintenance, repairs.

Ties: Install 500 wood ties.

Ballast: Install 2 tons.

Big Horn, Divide and Wyoming Railroad

Reason for increase: Playing catch-up on MOW projects that should have been done in previous years.

Sidings: 20,875-foot siding in Casper, Wyo.; 25,169-foot siding in Bonneville, Wyo.; and 19,317-foot siding in Shoshoni, Wyo.

San Pedro & Southwestern Railroad

2010 MOW budget: $10,000

2009 MOW budget: $150,000

Reason for decrease: Major project last year and conserve cash this year.

Ties: Install 1,000 wood ties.

Ballast: Install 50 tons.

Iowa Pacific Holdings Ltd. (data from six railroads)

Rail: Install eight miles of CWR and seven miles of jointed rail, including eight miles in Arizona, five miles in Texas, and one mile each in Colorado and New Mexico.

Ties: Install 162,000 wood ties (RRIF work) and 5,000 wood ties (spot operations).

Ballast: Install 80,000 tons (RRIF work) and 50,000 tons (spot operations).

Grinding/surfacing: Surface 230 miles (170 miles with RRIF work).

Bridge work: Total $400,000 budget for ongoing bridge repairs.
