• Alstom Transport has spent more than $3 million during the past year to enhance its 150,000-square-foot rail-signaling manufacturing plant in West Henrietta, N.Y., Alstom officials said in a prepared statement. The expansion will enable Alstom to add about 200 jobs. In the past six months, the company has secured a number of large-scale transportation projects valued at more than $300 million, including upgrades to signaling and a train control system for the Metropolitan Atlanta Rapid Transit Authority, and a modernization of 120 rail cars for the Port Authority Transit Corp.

• Bombardier Transportation has signed a framework agreement with Siemens AG to develop and supply components for up to 300 ICx high-speed trains for Deutsche Bahn, according to Bombardier. The company estimated the first order for 130 trains is worth $1.8 billion. Meanwhile, Bombardier premiered its Traxx AC locomotive with a supplementary diesel motor at the Transport Logistic 2011 trade fair in Munich, Germany. Known as “Last Mile Diesel,” the new technology eliminates the need to change locomotives in shunting areas of a rail network, thus enabling the “seamless transport of goods by rail,” Bombardier said.

• Axion International has supplied its first test order of recycled structural composite crossties to Ferrocarril Mexicano S.A. de C.V. (Ferromex). The test-order ties will be installed in various Mexican coastal regions, where salty sea air can deteriorate creosote-treated and concrete-made ties much faster, Axion officials said in a prepared statement. “Ferromex is a very significant, potential new client, and we look forward to exceeding their expectations for the test so that we can supply the railway with our environmentally friendly alternative to wood and concrete railroad ties,” said Axion President and Chief Executive Officer Steve Silverman.

• Harsco Corp. recently obtained a $15 million contract to supply track maintenance and related rail equipment for the North-South Railway project in Saudia Arabia. The contract is Harsco’s largest in Saudi Arabia and is representative of the company’s global expansion plan, Harsco officials said. The company anticipates delivery to be completed by 2011’s end.

• Daniel Adams has been elected president and chief operating officer of Jacobs Associates. Currently the firm’s executive vice president, Adams will succeed William Edgerton, who will become chairman. The executive changes “accompany a shift toward a style of management that will allow the company to accommodate expansion,” Jacobs officials said in a prepared statement. Adams joined the firm in 1995, and has served as executive VP since 2010.

• Kevin Thibault has joined Parsons as vice president and market development manager for state transportation programs. Prior to joining the firm, Thibault was executive director of the Florida Rail Enterprise, a unit of the Florida Department of Transportation (FDOT) that was responsible for implementing the state’s high-speed rail program. He also served as secretary for engineering and operations for FDOT, as well as the agency’s chief operating officer. He has more than 25 years of engineering experience in the public and private sectors.
