• GE Transportation and Indonesia’s state-owned railway PT Kereta Api Indonesia (PTKAI) have signed a memorandum of understanding (MOU) to form a locomotive service alliance and joint operations, GE officials announced today. The MOU will create a framework by which GE and PTKAI will create a locomotive services center for the ASEAN region whose members include Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. Under the MOU, GE and PTKAI will improve maintenance practices and specifically improve the Yogyakarta service facility for GE diesel-electric locomotives in the PTKAI fleet, GE officials said in a prepared statement. The MOU also calls for GE to establish regional distribution of available spare parts for delivery to PTKAI service facilities, and to establish a traction motor remanufacturing center to serve the ASEAN region at the Yogyakarta service facility.

• Lochner has appointed William “Bill” Millar, former president of the American Public Transportation Association (APTA), to a senior advisory role, and named William Mooney vice president and a leader in the firm’s rail and transit business. Millar’s expertise will help guide and strengthen Lochner’s public transportation and rail-related strategic initiatives, Lochner officials said in a prepared statement. Millar retired in October 2011 after serving 15 years as APTA president. Mooney served the Chicago Transit Authority for more than 33 years and was appointed chief operations officer in 2007.

• Bombardier Transportation and the Vienna Transport Authority (VTA) have equipped 120 older trams with new electronics to improve environmental performance. Bombardier and VTA installed “chopper control” to replace the old, high-maintenance onboard technology, Bombardier officials said in a prepared statement. The new control enables the operator to recoup between 25 and 30 percent braking energy, similar to newer low-floor trams. The braking energy is then fed back into the network to power the tram operation, Bombardier officials said.
 
• Bombardier Inc. also reported 2011 revenue of $18.3 billion compared with $17.9 billion in 2010. Diluted earnings per share reached 47 cents versus 42 cents a year earlier. Bombardier Transportation's revenue totaled $9.8 billion compared with $9.1 billion in 2010. During the year, Bombardier Transportation continued to benefit from a strong level of order activity across all segments, Bombardier officials said. For the fourth quarter, Bombardier Transportation’s total revenue dropped to $2.3 billion from $2.5 billion in the year-ago period.

• RailTerm announced a series of promotions in its track and signal department: Robert Pershick has been named vice president of track; Ryan Lemenchick, maintenance coordinator; Jason Fries, VP of signals and communications; Kevin Garson, manager of signal maintenance; and Paul Rodrigue, manager of track, signals and communications.

• Michael Baker Jr. Inc. has appointed Mary Keith Floyd assistant vice president and transportation manager in Denver. In the new role, she will manage transportation market activities and oversee business development for the office and state. Floyd has more than 15 years of planning and environmental project leadership experience leading and supporting all phases of multi-modal projects nationwide and across Colorado, Michael Baker officials said in a prepared statement.
