Rocla Concrete Tie Inc. announced the opening of a new manufacturing facility in Ft. Pierce, Fla. Located along the Florida East Coast Railway network, the plant will serve primarily the regional railroad and All Aboard Florida's "Brightline" passenger-rail project now under construction. The facility, which can manufacture 1,000 concrete ties per day, will have the capacity to serve other major rail networks in the southeastern United States. The plant's construction began in September 2015 and was fast-tracked to begin providing materials to Brightline's ongoing construction.PS Technology Inc. has entered into an agreement with CSX for the development of a time-keeping system for non-operations employees. The company will create a "modern, scalable architecture and technology stack" for the system. The time-keeping program is one in a collection of modular, adaptable software products that PS Technology is developing, company officials said in a press release. William Roan Jr. announced his retirement as vice president of Atlantic Track & Turnout Co., where he has served for 23 years. Roan began his 35-year career as a sales representative for L.B. Foster in Somerset, N.J. His experience in transit sales allowed for the creation of Atlantic Track's transit division, where Roan served as manager for more than 20 years. He also was president of MRT Track & Services Co., a joint venture with Thyssen Krupp of Germany, for six years. He was promoted to his current position in 2015.Samuel Minnitte Jr. has been named transportation and infrastructure area manager in the Baltimore office of WSP Parsons Brinckerhoff. In the new position, he'll lead the firm's transportation and infrastructure operations in Maryland and Delaware. Minnitte has more than 33 years of experience in public policy, specializing in transportation, land use, real estate and economic development. He joined WSP Parsons Brinckerhoff in 2014, serving as planning lead for Maryland and subsequently as Northeast region planning, environmental and traffic manager.
