Georgetown Rail Equipment Co. (GREX) has promoted Todd Euston to vice president of engineering. Euston previously served as GREX's director of inspection technology. During his 17-year rail industry career, Euston has worked with North American and international clients on rail inspection, rail grinding, rail-life modeling and track geometry. He also has developed software applications for data analysis and maintenance management.

William Crosbie has rejoined Parsons as senior vice president and business development director for the firm's transport division. Crosbie, who has more than 30 years of experience in transportation engineering, business development and management — including a seven-year stint as Amtrak's chief operating officer — previously service as Parsons' railroad program vice president. Most recently, he was president, chief executive officer and North American regional director for Systra Inc. In April, Crosbie accepted, then turned down the position of executive director of New Jersey Transit.

WSP Parsons Brinckerhoff has tabbed Wynne Davis to provide clients with program management and strategic advisory services on rail and transit. She'll also serve as a senior rail and transit specialist in the firm's Washington, D.C. office. Davis has more than 18 years of rail and transit industry experience, most recently serving as program manager for the Federal Railroad Administration's High-Speed Intercity Passenger Rail Program.

HNTB Corp. has named Ian Choudri national rail and transit business development director and senior vice president. His technical experience include port terminal automation, container handling applications, terminal operating systems, rail signaling, rolling stock, traction power, rail systems-related cyber security and train control applications. Previously, Choudri served another consulting firm as vice president and global business development director.
