Hatch LTK announced Donna Bowers, former chief operating officer of the Rock Region Metropolitan Transit Authority in Arkansas, has joined as a systems consultant. Bowers has 13 years of transit experience. "Donna brings a valuable owner-operator’s perspective to the Hatch LTK team," said Dominic DiBrito, Hatch's managing director of U.S. infrastructure, in a press release. "This will be incredibly important as we help our clients adapt to a changing commuter demographic, climate-change-driven sustainability goals and a host of opportunities brought about through technology advancements, all in the budget-constrained environment that is an everyday reality for transit agencies."

Railroad construction company Sharp & Fellows Inc. has named 30-year industry veteran Wayne Penn assistant general manager. Penn’s career in rail includes serving as superintendent of road operations for Amtrak Southwest, where he supervised 400 employees and managed 2,200 route miles in seven states. He also managed rail system safety and compliance for the North County Transit District Coaster and Sprinter passenger-rail systems in San Diego County, California. Prior to joining Sharp & Fellows, Penn served as senior rail system safety specialist for Parsons Corp.
