Bay Area Rapid Transit District (BART) recently awarded global consulting and digital services provider ICF a contract with a ceiling of $30 million to provide environmental services for an infrastructure expansion project.

ICF will work on LINK21, a new program involving comprehensive improvements aimed at better connecting urban and intercity rail users throughout the 21-county northern California region.

ICF has assembled a team of 25 partners to support Phase I of the project from 2022 to 2024, which encompasses program development, environmental strategy, resource inventory, constraints, and opportunities assessment and alternatives evaluation services.

The contract also includes an up to $140 million multiyear option to extend the work through Phase II, which involves the project's environmental review and permitting aspects.

"The LINK21 project is a massive undertaking and, once developed, will be the largest sustainable passenger-rail expansion in BART's history," said Anne Choate, ICF's senior vice president and energy, environment and infrastructure lead, in a press release. "The improved transit system will have tremendous benefits to the San Francisco Bay region, providing additional ridership options and advancing equity for the megaregion's citizens."
